    The National Electric Power Regulatory Authority (Nepra) has ordered Karachi-based distribution company K-Electric (KE) to pay a fine of Rs25 million within 15 days over its failure to fulfil its responsibilities. A Nepra notification available with Dawn.com stated that the penalty was issued over a nationwide power breakdown in January 2023. Nepra noted that KE attempted to restore electricity amid a major power breakdown in January 2023 through ‘black start facilities’, which are used to restore power in the event of a blackout at KE plants, but attempts failed due to frequent tripping. “Repeated failed attempts on the black start facilities of most of the power plants in the licensee’s (KE) fleet and their frequent tripping indicates the lack of mock testing of the black start facility by the licensee,” the notification read. “The mock testing is a crucial step for the preparation of the licensee and all relevant stakeholders to handle a blackout scenario, as it ensures the healthiness of [the] black start...

  • Nepra announces Rs4.03 per unit refund for K-Electric consumers in July bills

    The National Elec­t­ric Power Regulatory Authority (Nepra) on Wednesday notified a negative fuel cost adjustment (FCA) of Rs4.03 per unit for K-Electric (KE) consumers in July’s bills for power consumed in April. According to a notification issued by Nepra today, the authority “decided to allow a negative FCA of 4.0349/kWh for April 2025, to be passed on to the consumers in the billing month of July 2025”. Nepra said the negative FCA would apply to “all the consumer categories except lifeline consumers, domestic protected consumers, Electric Vehicle Charging Stations (EVCS) and prepaid electricity consumers of all categories who opted for pre-paid tariff”. The adjustment would be shown separately in the consumers’ bills on the basis of units billed to the consumers in the respective month to which the adjustment pertains, it said. “In case any bills of July 2025 are issued before the notification of this decision, the same may be applied in the subsequent month,” the notification said.     The board of directors of K-Electric (KE) on Tuesday re-appointed Moonis Alvi as the chief executive officer (CEO), read a statement issued by the power company. “The board of directors, in its meeting held on July 7, 2025, has re-appointed Syed Moonis Abdullah Alvi as Chief Executive Officer of K-Electric with effect from July 30, 2025,” read a press release by KE. Alvi joined KE in 2008 and has held key roles in the organisation as the chief financial officer, company secretary and head of treasury prior to his appointment as CEO in 2018, KE said. “He brings to the helm 30 years of diversified financial experience and has led the creation of a future-ready entity by emphasising digitisation, customer centricity and investments across the energy value chain,” the electricity distribution company said.     ISLAMABAD: In a major policy departure, the National Electric Power Regulatory Authority (Nepra) on Tuesday approved K-Electric’s request to incorporate unrecovered bills into its consumer tariff — starting with a recovery shortfall of 6.75 per cent in 2023-24, gradually declining to 3.5pc by 2029-30. Nepra set K-Electric’s base tariff at Rs40 per unit for the fiscal year 2023-24, which is almost 40pc higher than even the national average tariff of about Rs28 per unit in 2025-26 for the 10 public sector power distribution companies (Discos). The delta between the Discos’ average and K-Electric’s tariff is transferred to the taxpayers through the federal budget in the form of tariff differential subsidy. In a detailed determination, the regulator changed K-Electric’s tariff mechanism based on 100pc recovery of bills and instead allowed recovery losses in the tariff, starting from 6.75pc in FY24 and gradually declining to 3.5pc by F30.
